-Kiha 21 is a vehicle with a cold and snow resistant structure based on Kiha 20 for Honshu, which was the same body as the Kiha 20 early car.
-The appearance is different in that the light window at the customer door is abolished. Due to the difficulty in warming up the interior of the car during the winter, only 84 vehicles were manufactured.
-Kiyuni 21 is the only type with a format change in the group of 20 series trains.
