From my perspective: It resembles the New SOL Raptor, the third one with different and combined armor set of the SOL Girls.
The real take on this: Nine Tails is in fact the Third Unit of the Asra Collection. You can see both weapons of Archer and Ninja, but with a new design, skirt armor etc.
Glad to see a new Megami Device kit update.
