It is a fictional character in a fictional world. Look at the other proportions. No highschool person looks like that. We can not define what is correct in a fictional world.
Sure the opinion on the height may be on the tall side, but just looking at other manufacturers sizes and comparing the numbers to this, it is a bit small. Some manufactuers make figures too small and some make them too large. None of them are scaling them correctly.
