I think the figure looks very detailed and face looks realistic. Now, would I say the face is the highlight of the figure? Well, no, but the face is still impressive.

Wow, I'm genuinely surprised at the reception of this figure! It is gorgeous! The wary, but fierce expression suits her very nicely and I'm loving the semi-realistic style (a refreshing shift from the wide-face moe) along with the great attention to detail in anything from her flippy-fabulous hair all the way down to the wrinkles on her stockings. I've noticed most of the complaint comes from her face, but I don't see the problem here.

The more I see her face, the less weird it seems. I mean the face is actually good, the proportions are nice and the general shape is nice. However it feels kinda off because it's not the Homura Akemi face we are used to as it's a completely different style from that of the show. I had a similar reaction to the 1/8th Kyouko, but I eventually got used to it and realized how nice it actually looked, the same can possibly be also true for this figure.

If they moved the nose more up and change the mouth, it'd look better in my opinion. Other than that, the rest of the figure is amazing.

Objectively speaking - I was excited to learn that the sculptor of the Gift versions of Saber was doing these, but was terribly disappointed when I saw the ugly man-face. Not to mention the pose looks like she's dancing but not really. It's awkward. I had high hopes...
Unfortunately, the Mami figure also suffers similarly. The sculptor took excellent liberties in making the Saber figures with more detail. I'm disappointed to see he didn't take similar liberties to this one.
