A total of 6 to 7 people, including the instructor and assistant professor, were required to be on board.
--In Tachikawa, it was developed by utilizing the experience of producing the Nakajima Ki-47 transport aircraft and the Lockheed Super Electra licensed production aircraft, the Ro-type transport aircraft, and the prototype flew for the first time in 1940.
――Since the examination result was good, after making some modifications to the aircraft, it was officially adopted as a set of twin-engine advanced training aircraft in 1941.

――The Type C is a transport aircraft type, and it was also used by the airborne descent training aircraft and some of it in the private sector.
--A total of more than 1,300 aircraft were produced for each model.
