- In the late 1980s, express trains such as the 455 series and modified 715 series limited express trains were used for local trains mainly in the Sendai area, but in addition to aging, the car body structure made it difficult to use for commuter transportation. JR East introduced the 719 series No. 0 AC suburban train in 1989 to replace these trains, which were a hindrance during rush hours.
- The body structure of the 719 series is similar to the 211 series suburban train, with a stainless steel body and three doors that open on either side, but steps have been added to accommodate the low platform.
- The inside of the car has semi-cross seats, and the cross seats are arranged in groups.
- Thyristor phase control has been adopted as the control method.
- The train is a 2-car train consisting of Kumoha + Kuha, and it is possible to operate with up to 4 trains connected to 8 cars.
- The 719 series No. 0 was initially active mainly on the Tohoku Main Line as the main force in the Sendai area, and after the mid-2000s when the E721 series was introduced, its main activity moved to the Banetsu West Line, but the E721 Operation ended in 2020 due to system expansion and operational expansion.
