The Chidori-class torpedo boats were developed for the Japanese Navy, which was forced by the London Treaty of 1930 to restrict the number of auxiliary vessels such as cruisers and destroyers it could possess. These vessels were small, with a standard displacement of less than 600 tons, but were equipped with heavy armament comparable to that of a destroyer. The first ship, Chidori, was completed in November 1933 (Showa 8).
However, the small, heavily armed hulls suffered from poor stability, and in March 1934 (Showa 9), the third ship, Tomozuru, capsized in bad weather (the Tomozuru Incident).
