The Shimushu-class coastal defense ships (Shumushu, Kunashiri, Hachijo, Ishigaki) were built with the primary role of patrolling the north, and the first ship, Shimushu, was commissioned in June 1940. As the Naval Technical Department was concentrating on building capital ships, the design was outsourced to the Ship Planning Department of Mitsubishi Heavy Industries. In order to be able to withstand the northern waters in winter, the hull was ice-resistant, fully equipped with ice-thawing equipment and cold-resistant facilities, and was designed so that it was possible to move between the bow and bridge and the stern without going out onto the open deck, even in rough weather.
After the war began, Shumushu participated in the Malayan landing operation, and then engaged in convoy escort duties. After the war, it was used as a repatriation transport ship, and was handed over to the Soviet Union as a reparation ship in July 1947.
